When hot, add chopped onion and cook until browned, then add garlic (at this point you can add dried chili flakes, if you've used regular oil). Cook for 1-2 extra minutes, then add chopped green bell pepper. Sautee for an additional 1-2 minutes, add chopped sundried tomatoes and rotini.
