[Core] chibios: usb_main: remove OTG sof workaround (#24259)

chibios: usb_main: remove OTG sof workaround

With the update of ChibiOS and ChibiOS-Contrib containing fixes for the
OTGv1 LLD the workaround is not necessarry anymore.
