[rmtp] Encode filename before invoking subprocess

This fixes #5066.
Reproducible with
LC_ALL=C youtube-dl "http://www.prosieben.de/tv/germanys-next-topmodel/video/playlist/ganze-folge-episode-2-das-casting-in-muenchen"
