+This is a very weird clause, can anyone (incl. freelancers) working for a capitalist organisation (aka Corporation) use it? I wouldn't think so.
+

+As far as I know this barely exists as a proper status in France.

+Including for-profit ones like private schools? I thought this was an anti-capitalist license.
+By the way there is copyright exceptions for education in France.

+That said I don't think any organisation allows non-member to control the costs of their(who?) labor.
